Balanced Engineering & Construction (BEC) is delivering the new Talin Power Plant Chimney, a slipform-constructed industrial chimney standing approximately 80 metres, located at Taipower’s (Taiwan Power Company) Talin Power Plant in Kaohsiung, Taiwan. The chimney serves new 2 x 550 MW LNG-fired combined cycle generating units currently under construction at the site, targeted for commercial operation in 2029. The project forms part of BEC’s ongoing portfolio of chimney and tall-structure construction across the region, and continues our long-standing collaboration with CTCI, the EPC contractor. This project offers site personnel the opportunity to work on a technically demanding, high-profile industrial build alongside BEC’s international engineering team.

BEC 正執行大林電廠煙囪工程——一座採滑模工法建造之工業煙囪，高度約80公尺，位於台灣電力公司（台電）高雄大林發電廠內。本煙囪服務兩座新建之2 x 550MW燃氣複循環（LNG）發電機組，目前正於場內施工，預計於2029年商轉。本工程為 BEC 於區域內持續推動之煙囪及高塔結構工程業務之一環，延續與統包工程（EPC）承包商中鼎工程（CTCI）長期以來之合作關係，並提供現場人員參與技術要求高、具指標性之工業建設專案之機會，與 BEC 國際工程團隊共同合作。

Role Summary

BEC is seeking an experienced Project Manager to take overall delivery responsibility for the TALIN Power Plant Chimney project, an 80-metre slipform-constructed industrial chimney at Taipower’s Talin Power Plant in Kaohsiung. The Project Manager will own the project’s programme, budget, contractual relationship with CTCI (EPC contractor), and overall safety and quality performance, providing leadership to the Site Manager and site team.

BEC 誠徵一名經驗豐富之專案經理，全面負責大林電廠煙囪工程之專案執行——一座位於台電高雄大林發電廠、高度約80公尺之滑模工法工業煙囪，服務兩座預計於2029年商轉之新建2 x 550MW燃氣複循環發電機組。專案經理將負責掌控專案進度、預算、與統包商中鼎工程（CTCI）之合約關係，以及整體安全與品質績效，並領導工地主任及現場團隊。

Key Responsibilities –主要職責

• Hold full accountability for project delivery: programme, budget, quality, and safety outcomes
• Act as BEC’s primary point of contact with CTCI and other client-side stakeholders
• Oversee contract administration, variations, and commercial reporting
• Direct and support the Site Manager and site leadership team
• Chair project review meetings and report progress to BEC senior management
• Manage project risk register, escalate issues, and drive resolution
• Ensure compliance with Taiwanese construction law, client requirements, and BEC’s internal standards
• Oversee resourcing, procurement, and subcontractor engagement at project level

• 擔任 BEC 與 CTCI 及其他客戶端利害關係人之主要聯繫窗口
• 督導合約管理、變更事項及商務報告
• 指導並支援工地主任及現場領導團隊
• 主持專案審查會議，並向 BEC 高階管理層回報進度
• 管理專案風險登錄表，將問題升級並推動解決
• 確保遵循台灣營建法規、客戶要求及 BEC 內部標準
• 督導專案層級之資源調度、採購及分包商合作事宜

Required Qualifications – 必要資格

• Degree in civil or structural engineering, or equivalent professional experience
• Substantial project management experience on industrial, energy, or heavy civil construction projects, ideally including tall-structure or chimney/stack work
• Strong track record managing EPC-contractor relationships and commercial/contractual matters
• Fluent in spoken and written Mandarin (Traditional Chinese) for direct engagement with CTCI and Taiwanese authorities.
• Fluent English required for coordination with BEC’s international team
• Working familiarity with Taiwan’s Public Construction Commission (PCC) requirements and public works contracting framework, given the Taipower/CTCI client structure
• Slipform or tall-structure construction project experience preferred, though civil/structural project management background on comparable-scale industrial projects should be treated as an acceptable substitute
• 土木、結構或機械工程相關學歷，或具同等專業經驗
• 具備工業、能源或重大土木工程專案管理實務經驗，具高塔結構或煙囪相關工程經驗者尤佳
• 具備管理統包商（EPC）關係及商務／合約事務之實務經驗
• 須具中文（繁體）聽說讀寫流利能力，以利與 CTCI 及台灣主管機關直接溝通
• 須具英文流利能力，以利與 BEC 國際團隊協調

證照

• 中華民國技師證書（土木或結構相關類科）——於台灣公共工程相關案件負責技術／合約簽核之專案經理，通常須具備此證照
• 熟悉台灣行政院公共工程委員會（工程會）相關規定及公共工程發包架構
• 具滑模或高塔結構工程專案經驗者尤佳，惟具同等規模工業專案管理經驗者亦可考慮
