Balanced Engineering & Construction (BEC) is proud to be delivering the civil works for two 180,000 kilolitre LNG cryogenic storage tanks at the CPC Kaohsiung Intercontinental LNG Terminal, a project at the very heart of Taiwan’s energy transition.

For Taiwan, it’s about securing cleaner, more reliable energy for future generations. For BEC, it’s about growth into LNG infrastructure and building on more than a decade of partnership with CTCI Corporation, Taiwan’s leading EPC contractor. With CTCI as EPC, BEC has delivered specialist vertical structures at Linkou, Hsinta and Taichung power plants, and now the civil works for LNG storage at the Talin Terminal.

  

Where Our Story Began

Taiwan is where our story began. When our founders, Eddie Lloyd-Williams and Ian Morrison, first worked together here over 25 years ago, they laid the foundations of what would become BEC. To be here now, as Taiwan enters a rapid energy transition, feels like coming full circle.

Known and respected for building some of Asia’s tallest and most complex emissions-control structures, we are now proud to bring that same engineering excellence to LNG infrastructure, supporting Taiwan’s path toward cleaner, more resilient energy.

A notable example is Cecilia Wang, who joined BEC on the Linkou project in 2012 as a site administrator and has since progressed to become the Branch Manager in Taiwan. Leadership Rooted in Taiwan

Taiwan Country Manager Adrian Bevis worked with the founders in BEC’s early days and has since returned to lead our operations. Over the last few years, Adrian has been instrumental in strengthening our LNG expertise in Taiwan.

We are excited to welcome Paul Wang (王乃中) as Project Manager for Talin LNG. Paul brings more than 30 years of experience, much of it with CTCI, now BEC’s valued client. His unique perspective allows him to understand both sides of the table: what an EPC partner expects, and how a contractor can best deliver.

Joining the Talin project feels like being part of something bigger than just a construction site. It’s about helping Taiwan transition to a cleaner energy future.

Looking Ahead

The Talin LNG project is both a continuation of our history in Taiwan and a bold step into its energy future. It reflects our deliberate investment in people, systems, and processes that enable us to deliver world-class performance.
