Mong Duong II marked Balanced Engineering and Construction’s (BEC’s) first project in Vietnam. A 208-meter chimney for the country’s largest private-sector coal-fired power plant. By delivering to exacting standards for globally recognised names like AES and Doosan, we proved our technical capability, safety culture, and ability to integrate into complex, high-profile builds. This project laid the groundwork for ongoing regional growth and local partnerships.

Located in Quang Ninh, this facility produces over 7.6 billion kilowatts annually. BEC was awarded the complete design & build package for the chimney infrastructure, critical for operational reliability and safety.

Project Challenges

  •  The 208-meter chimney was built directly on original rock, requiring a 4-meter-high, 40-meter-wide reinforced concrete foundation to ensure uniform load distribution — without the typical use of piles.
  • The 208-meter high chimney, with dual steel flues and multiple internal platforms, required precision engineering.
  • As BEC’s market entry into Vietnam, the team faced local compliance adaptation, new coordination workflows, and first-time integration with major EPCs like Doosan Heavy Industries.

BEC's approach

BEC delivered a full chimney construction package engineered to meet complex structural, environmental, and spatial demands.

Scope of works included:

  • Construction of a 3.5-meter-high, 36-meter-wide raft slab foundation directly on natural rock
  • Slipform construction of 208-meter chimney
  • Heavy lifting of internal steelwork, including roof beams, floors and flues
  • Integration of aircraft warning lights (AWLs), internal lighting, and lightning protection system
  • Application of Pennguard™ borosilicate block lining system by certified technicians for long-term corrosion resistance

Early alignment with the client ensured precise sequencing with broader site operations. The project was successfully completed with a Zero Lost-Time Incident (LTI) safety record.
