Engineering Begins on New Talin Power Plant Project

Balanced Engineering & Construction (BEC) has secured a new design-and-build package at Talin Power Plant in Taiwan, supporting the development of new LNG-fired combined cycle generating units.

The project scope includes the delivery of one 78-metre reinforced concrete environmental compliance structure incorporating twin internal steel flues extending beyond the main structure to approximately 80 metres.
While the completed structure may appear straightforward on paper, the engineering challenge is being driven by the site itself.

The project will be constructed within a highly constrained and congested operating environment, requiring careful coordination around existing infrastructure, legacy underground services, and previously demolished structures that continue to influence both the design and future construction methodology.

Engineering activities are now underway, with early-stage planning focused on constructability, sequencing, access, and safe execution within the restricted footprint.

The environmental compliance structure will support new LNG combined cycle units of approximately 550 MW each, contributing to improved generation efficiency while supporting future energy transition flexibility.

This project continues BEC’s collaboration with CTCI in Taiwan, reflecting ongoing confidence in the team’s ability to deliver complex vertical structure works.

Kevin Smith will lead the project, bringing extensive experience in the delivery of complex vertical structures and industrial infrastructure projects across the region.
